CRAFTING CURTIN UNIVERSITY’S STRATEGIC DIRECTION FOR 2021 - 2025

Curtin University is well-known locally for being an innovative, ambitious and collaborative institution, and our library is no exception. Our vision is to be a library with great heart that empowers great minds.

Based in Perth, Western Australia, Curtin University Library serves a community of over 60,000 students, academics and community members. We also support global university campuses in Malaysia, Singapore, Dubai and Mauritius.

At the beginning of 2020, we began a project to create a new strategic direction document that would guide our work in supporting learning, teaching and research at Curtin University. This would be a challenging undertaking in the best of times, but in the context of COVID-19 lockdowns and disruptions it was both a necessary and timely opportunity to reflect on the way we operate.

The project began with an environmental scan to analyse the current and emerging trends that exist within academic libraries. We looked at a number of key sources from other universities and organisations to inform the possible content and format of our strategic direction. Narrowing our focus to stakeholders local to us, we then consulted other university staff and areas. It was important to us to gain a better understanding of their future direction and needs and see where there could be synergies in our plans.

After looking outward, we then turned our attention inward. Our staff completed a SWOT analysis which examined our current situation and future external factors affecting our operations. We identified our existing strengths as our collections, our staff, our engagement with other areas of the university and the resourcing for our refurbished library space. Some notable future opportunities uncovered were online and blended learning, data literacy, open access and service flexibility. Threats to monitor were digital preservation, exchange rates when purchasing subscriptions and the place of our physical library in a digital world.

We found it interesting how our areas of focus changed over time as we gathered more information and liaised with staff and other stakeholders. The process changed our expectations of the strategy document and as we learned more, we further refined what we wanted from our strategy. We could translate what others had done to work better with our unique circumstances.

Our final strategic direction is an important tool in our annual planning and an invaluable touchstone in defining our value and purpose. Our goals will guide us over the period 2021 to 2025 to ensure that we support the learning, teaching and research of the University; demonstrate leadership nationally and internationally in our areas of expertise; and ensure that our operations remain sustainable.

After much thought and consultation, our strategic direction prioritises five areas of focus:

• Library as partner
• Trusted information resources
• Library spaces
• Community engagement
• Culture and workforce

The Capital Library of China (CLCN) was established in 1913, as proposed by the renowned Chinese writer Mr. Lu Xun. With a history more than one hundred years, CLCN boasts a collection of over 9.26 million volumes of documents, which include rare ancient books, local documents, modern publications and audio-visual materials. With the service tenet of “People Oriented, and Reader First”, CLCN is devoted to offering equal cultural information service to every citizen.

The CLCN has carried out cooperation and exchanges with its domestic and foreign counterparts and other cultural institutions. It has forged cooperative relationships with over a hundred agencies and jointly held local cultural exchange exhibitions with more than 40 countries to showcase local cultural resources in various countries, providing a window for readers to understand the world.

My name is Wang Zhigeng, an ordinary Chinese librarian, and it's my honour to be a member of CLCN. I find joy in working with my colleagues every day and I love this life. This profession is a great way to expand my international view and build my expertise. At the same time, I have another role, which is the director of CLCN. I have worked in the library for more than 25 years, and I have vast professional experience in library and information science research and public library management.

I started my career at the National Library of China (NLC) in 1996. My job scope covered acquisition and cataloguing, serials management, reference service and digital innovation management. I was responsible for the collection development and reading service at NLC for more than 16 years and have been the Director of the Children's Library of NLC for 9 years. I started my term in office at CLCN in 2020.

Presently, I am a council member of the Chinese Library Society (CLS), serving as the coordinator of Libraries for Children and Young Adults Section. I am a book lover, writer and translator of children's literature. At the same time, I am a researcher and promoter of picture books. I have been promoting children's literacy in China for 10 years. I like image narration and visual reading and have been a judge for many national and international children's book awards, including Feng-Zikai Children's Picture Book Award, BIB 2019 AWARDS and World Illustration Awards 2021.

In the past 15 years, I have been deeply involved in the Chinese national and regional library development strategy planning, implementation and review process. I can speak fluent English and Japanese, have an international perspective and actively participate in international programs. I have participated in international conferences and academic forums many times and am maintaining good cooperation and relationships with counterparts in many countries. In my opinion, the international exchange and cooperation between libraries is indispensable for the mutual connection and sharing of resources and talents. I look forward to have the opportunity to cooperate and communicate with various IFLA members.

The developments following the Extraordinary General Assembly in February 2021 have been of great significance for IFLA as the organisation moves to implement the changes to its Statues and structure adopted by members at the Assembly. 

Following the conclusion of IFLA Elections 2021, the Asia Oceania Region has a new 20-member Regional Division Committee. The list of the newly elected members is available at https://www.ifla.org/node/93918#asia-oceania. The Asia Oceania Regional Division Committee will work with other IFLA committees and groups to support the development and delivery of action plans in responding to the changing needs of the library field across the region. We welcome Mr Winston Roberts and Dr Debal Chandra Kar as Chair and Vice-Chair of the new Asia Oceania Regional Division Committee.

We would also like to take this opportunity to thank all the current and past Regional Standing Committee of Asia and Oceania (RSCAO) colleagues for all the contributions they have made throughout the terms. Dear Colleagues and Friends,

In the past few months, the global library community was engaged in the IFLA Elections 2021. We are pleased to see that the election for the IFLA Regional Division Asia and Oceania Committee had been successful. There are 20 elected members from 15 countries across the Asia and Oceania region.

As the RSCAO Chair, I am honored to have the opportunity to continue to serve the new Regional Division Committee and am also glad to see many new faces especially members from countries that were less represented in the past. In addition, the election for the Committee Chair has concluded, and I welcome the Chair of the Asia-Oceania Regional Division Committee, Mr Winston Roberts. The Chair will represent the Committee on IFLA’s new Regional Council, which will be led by the newly elected Council Chair, Ms Nthabiseng Kotoskoane from South Africa.

For the first virtual IFLA WLIC held between 17 to 19 August 2021, the Asia and Oceania Section presented Sharing our stories: Libraries in Asia-Oceania supporting the Sustainable Development Goals (SDGs). Achieving UN SDGs has become a global effort involving stakeholders from all walks of life. Library as the information provider plays a critical role in achieving SDGs. We are pleased to have three distinguished speakers from Fiji, China and Malaysia to discuss about how libraries can help tackle the climate emergency and contribute to this important area.

I would like to thank all RSCAO members, current and past, for your participation and the Regional Office for your unfailing support. Last but not least, my profound appreciation goes to the librarians in different Asian and Oceanian sub-regions. Your dedication to the library profession and passion to improve people’s life with information and knowledge always touch my heart.

La Presidenta de la IFLA, Christine Mackenzie, y el Secretario General, Gerald Leitner, han realizado la siguiente declaración sobre la situación en Afganistán.

Junto a la comunidad internacional, la IFLA ha estado siguiendo con atención los acontecimientos de los últimos días en Afganistán. 

Nuestra preocupación es ante todo por el pueblo de Afganistán, en concreto por los grupos más vulnerables, incluidas las mujeres y las niñas.

Unimos nuestra voz al llamamiento mundial para que se respeten y defiendan los derechos humanos de todos los ciudadanos afganos. Como la voz del sector bibliotecario global, hacemos especial hincapié en el derecho a la educación y al acceso a la información, la libertad de opinión y expresión y los derechos culturales para todos.

Derechos Culturales y Protección del Patrimonio Cultural

Para garantizar el derecho a participar en la vida cultural, se debe proteger el diverso patrimonio cultural de Afganistán en todas sus formas, tanto tangibles como intangibles.

La IFLA insta a todas las autoridades de Afganistán a proteger las bibliotecas y sus colecciones, incluido el patrimonio documental que poseen los ciudadanos en colecciones privadas, así como todas las instituciones dedicadas a la conservación del patrimonio, museos, archivos, galerías y monumentos y sitios de todo el país.

Ponemos especial énfasis en la necesidad de mitigar las amenazas relacionadas con el tráfico ilícito y el robo de bienes culturales, a los que el patrimonio documental es especialmente vulnerable.

En concreto, unimos nuestras voces a otras organizaciones culturales internacionales semejantes para pedir a las autoridades que continúen cumpliendo con sus obligaciones internacionales de proteger el patrimonio como Estado parte de la Convención de La Haya de 1954 para la Protección de los Bienes Culturales y sus protocolos, y de la Convención de la UNESCO de 1970 sobre las Medidas que Deben Adoptarse para Prohibir e Impedir la Importación, la Exportación y la Transferencia de Propiedad Ilícitas de Bienes Culturales.

Por último, la IFLA honra a quienes ya han arriesgado sus vidas para proteger el patrimonio documental y cultural del país en todas sus formas. Continuaremos en contacto con nuestra red en la región y con los socios internacionales para hacer un seguimiento de la situación y ofrecer todo el apoyo que sea posible.

Con el anuncio de su tema presidencial, Las bibliotecas en la construcción de un futuro sostenible, la Presidenta electa de la IFLA, Barbara Lison, centró su sesión en el WLIC en las tendencias a largo plazo a las que se enfrenta nuestro sector, según las definen los nuevos talentos que lo liderarán.

Las bibliotecas en la construcción de un futuro sostenible será el tema de la Presidenta de la IFLA 2021-2023, Barbara Lison. Pero para garantizar esta sostenibilidad, para nuestra profesión, para nuestros usuarios, para nuestra Federación, ¿qué será necesario?

En la sesión de la Presidenta electa del IFLA WLIC 2021, Barbara subrayó que un elemento clave será mantenerse alerta ante el mundo que nos rodea y cómo está cambiando. Es probable que una amplia variedad de tendencias, en diferentes aspectos de la vida, tengan un impacto en nuestro sector.

Mientras que algunas, como el creciente reconocimiento de la importancia de la información, la alfabetización o la necesidad de que las personas se reciclen a lo largo de la vida, pueden reforzar los argumentos a favor de las bibliotecas, otras, como la privatización del conocimiento o los tiempos económicos difíciles, pueden hacer lo contrario.

Por lo tanto, así como un constructor que planifica un nuevo proyecto de construcción debería tener primero un informe del topógrafo, el sector bibliotecario también debe reflexionar sobre el mundo en el que nos estamos adentrando.

Para hacer esto, la IFLA pidió a los nuevos profesionales de todo el mundo, las personas que liderarán el sector bibliotecario en el futuro, que compartiesen sus sugerencias sobre las tendencias que más debemos tener en cuenta.

En solo un par de semanas, recibimos casi 150 ideas que después resumimos en 20 tendencias para el futuro de las bibliotecas.

En una sesión dinámica, la Presidenta electa, con el apoyo del Secretario General de la IFLA, Gerald Leitner, y un grupo de personas que la han inspirado - Kay Raseroka, Andreas Mitrowann, Rashidah Bolhassan y Heba Ismail - guiaron a los participantes a través de un proceso de identificación de las prioridades principales.

Mediante rondas de votación, la reunión pasó de 20, a 10, y después a solo 5 ideas que estarán presentes firmemente en el trabajo que se realizará durante la Presidencia de la IFLA de Barbara:

• Lo virtual llegó para quedarse: la gente sigue prefiriendo acceder a los servicios bibliotecarios de forma remota, lo que pone en duda el valor de los espacios y las ofertas físicas.
• La diversidad se toma en serio: una conciencia cada vez mayor de la existencia y los impactos de la discriminación conduce a una reforma radical en nuestras colecciones, servicios y prácticas.
• Una conciencia medioambiental: el cambio climático trae nuevas amenazas a las bibliotecas y a las comunidades a las que atienden, lo que obliga a una adaptación radical para evitar desastres.
• Alumnos de por vida: ya no existe un trabajo de por vida, lo que significa que cada vez más personas necesitan reciclarse a lo largo de su vida. Las bibliotecas intensifican las actividades de aprendizaje en respuesta.
• Las desigualdades aumentan: con la tecnología creando nuevas posibilidades para quienes tienen acceso, la brecha entre aquellos y quienes no lo tienen aumenta, corriendo el riesgo de confinar a la pobreza a una gran parte de la población a menos que se tomen medidas.

Avec l’annonce de son thème présidentiel – les bibliothèques construisent un avenir durable – la présidente-élue de l’IFLA, Barbara Lison, a consacré sa  session au congrès de l’IFLA aux tendances de long terme auxquelles fait face notre profession, telles qu’identifiées par les gens talentueux qui la dirigeront demain.

Les bibliothèques bâtissent un avenir durable sera le thème de la présidente de l’IFLA pour les années 2021-2023, Barbara Lison. Mais pour garantir cette durabilité – pour notre métier, pour nos usagers, pour notre Fédération – de quoi aurons-nous besoin ?

Pendant la session de présidente-élue au congrès de l’IFLA 2021, Barabara Lison a souligné qu’un élément-clef sera de rester à l’affût du monde autour de nous et de ses changements. Une grande variété de tendances, touchant différents aspects de la vie, sont susceptibles d’avoir un impact sur notre profession.

Tandis que certaines de ces tendances – comme la reconnaissance croissante de l’importance de la maîtrise de l’information, ou le besoin des gens de se former tout au long de leur vie – peuvent renforcer la cause des bibliothèques, d’autres – comme la privatisation de la connaissance ou des circonstances économiques difficiles – risquent d’avoir l’effet inverse.

Par conséquent, de la même manière que quelqu’un qui prepare un nouveau projet de construction doit realiser un rapport d’expertise, de même les bibliothèques doivent elles aussi réfléchir au monde dans lequelles elles s’apprêtent à entrer.

Pour cela, l’IFLA a demandé à ses futurs dirigeants du monde entier – celles et ceux qui vont diriger les bibliothèuqes à l’avenir – de faire des suggestions sur les tendances auxquelles nous devons être le plus attentifs.

En quelques semaines seulement, nous avons reçu près de 150 idées, que nous avons synthétisées en 20 tendances pour l’avenir des bibliothèques.

Lors d’une session dynamique, la présidente-élue, avec le soutien du secrétaire général de l’IFLA Gerald Leitner et d’un échantillon de personnalités qui l’ont inspirée – Kay Raseroka, Andreas Mitrowann, Rashiday Bolhassan et Heba Ismail – a conduit les participants à travers un processus d’identification des priorités centrales.

Au fil des votes, l’assemblée est passée de 20 à 10, puis à 5 idées qui occuperont une place prépondérante dans le travail entrepris pendant la présidence de Barbara. Ces idées étaient les suivantes :

• Le virtuel est parti pour durer : les gens continueront de préférer accéder aux services des bibliothèques à distance, remettant en question la valeur des espaces et de l’offre sur place.
• La diversité commence à être prise au sérieux : la conscience croissante de l’existence et de l’impact des discriminations conduira à une refonte radicale de nos collections, de nos services et de nos pratiques.
• La prise en compte de l’environnement : le changement climatique créera de nouvelles menaces pour les bibliothèques et les populations qu’elles desservent, les contraignant à des adaptations radicales pour éviter la catastrophe.
• L’apprentissage tout au long de la vie : l’emploi à vie n’existe plus vraiment, de sorte que de plus en plus de gens ont besoin de reprendre une formation au cours de leur vie. Les bibliothèques y répondront en intensifiant leur activité de formation.
• Le creusement des inégalités : au fur et à mesure que la technologie créera des possibilités nouvelles pour ceux qui y auront accès, le gouffre entre les uns et les autres deviendra abyssal et risquera de réduire de vastes pans de la population à la pauvreté si rien n’est fait.

Объявив тему своего срока на посту президента – библиотеки, строящие устойчивое будущее, – избранный президент ИФЛА Барбара Лизон (Barbara Lison) посвятила свою сессию в рамках Конгресса ИФЛА долгосрочным тенденциям в библиотечной области, которые предстоит определить и реализовать молодым талантам.

«Библиотеки, создающие устойчивое будущее» - тема программы президента ИФЛА в 2021-2023 гг. Барбары Лизон. Однако, что необходимо сделать с целью обеспечения устойчивости всей библиотечной отрасли, пользователей и Федерации в целом?

В ходе сессии избранного президента на Конгрессе ИФЛА в этом году г-жа Лизон подчеркнула, что ключевым элементом остается важность чуткого наблюдения за миром вокруг нас и за происходящими в нем изменениями. Широкое разнообразие тенденций в разных сферах жизни неизбежно затронет и библиотечную деятельность.

В то время как некоторые тенденции, например, растущее признание важности информации, грамотности или потребности людей в обучении на протяжении всей жизни, могут усилить позицию библиотек, другие факторы, например, приватизация знаний или тяжелые экономические времена, могут, напротив, усложнить их положение.

Следовательно, как архитектор, планирующий новый проект, должен сначала получить отчет экспертов, так и библиотека должна соответствовать миру, в котором нам предстоит жить.

Для достижения данной цели ИФЛА попросила молодых специалистов со всего мира, т.е. людей, которые в будущем встанут у руля библиотечной отрасли, поделиться своими предложениями о тенденциях, на которые необходимо обратить внимание в первую очередь.

Всего за несколько недель ИФЛА получила около 150 идей, на основании которых было сформулировано 20 тенденций будущего развития библиотек.

В рамках сессии избранный президент при поддержке генерального секретаря ИФЛА Джеральда Ляйтнера (Gerald Leitner) и ее близких коллег: Кей Расероки (Kay Raseroka), Андреаса Митрованна (Andreas Mitrowann), Рашиды Болхассана (Rashidah Bolhassan) и Хебы Исмаила (Heba Ismail), рассказала участникам о том, как проходил процесс определения главных приоритетов.

В результате нескольких туров голосования среди группы число идей сократилось с 20 до 10, а в итоге осталось 5 главных идей, которые Барбара Лизон планирует активно продвигать в качестве президента ИФЛА. Речь идет о следующих идеях:

• Виртуальный режим стал нормой: пользователи предпочитают удаленный доступ к библиотечным услугам, что ставит под сомнение целесообразность физического пространства и ценность очных услуг
• Проблема этнического и социокультурного многообразия воспринимается серьезно: растущее осознание существования дискриминации и ее последствий ведет к радикальной трансформации библиотечных коллекций, услуг и подходов
• Расплата за экологическую безалаберность: изменение климата несет новые угрозы для библиотек и населения, которое они обслуживают, вынуждая нас принять радикальные меры во избежание крупных катастроф в будущем
• Непрерывное образование: в наше время больше не существует такого понятия, как работа на всю жизнь, т.е. все больше и больше людей нуждаются в переобучении на том или ином жизненном этапе. Библиотеки, в свою очередь, расширяют образовательную деятельность
• Неравенство усугубляется: современные технологии создают новые возможности для тех, у кого есть к ним доступ, при этом социальный разрыв между имеющими доступ и теми, у кого его нет, увеличивается, что может привести к тому, что значительная часть населения окажется за чертой бедности, если не будут приняты меры

По мере того, как наш 86 Всемирный библиотечный и информационный конгресс приближается к своему завершению, пришло время задуматься о том, что будет дальше.

ИФЛА обращается с просьбой к своим волонтерам, членам и ко всем профессионалам нашей профессии подумать о своих будущих действиях и продолжить совместную работу на благо устойчивого будущего.

Поскольку тема конгресса в этом году была тесно связана с будущим, у участников было множество возможностей узнать что-то новое, обсудить услышанное, представить свои идеи, вдохновить и вдохновиться, найти решения и подготовиться к тому, что нас ждет в будущем.

Как подчеркнула в своем обращении президент ИФЛА 2019-2021 Кристин Маккензи, установленные связи потенциально могут стать началом новых партнерств и коллабораций, которые сформируют нашу сферу в ближайшие месяцы и годы.

Они внесут свой вклад в создание сильной и единой библиотечной отрасли, поддерживающей грамотные, информированные и активные сообщества.

Действовать должны не только комитеты ИФЛА, эта задача стоит перед каждым профессионалом нашей сферы и, конечно, перед нашими членами: ассоциациями, учреждениями, частными лицами.

Стратегия ИФЛА является ориентиром и стратегическим документом для глобального библиотечного сообщества в целом, помогая планировать и согласовывать действия, в особенности, совместные.  

В ближайшие месяцы ИФЛА вернется к обсуждению Стратегии со своими членами и начнет работу по сбору примеров ее успешной реализации, а также продолжит рассказывать о ее потенциальной роли в поддержке стратегического планирования.

Alors que 86e Congrès mondial des bibliothèques et de l'information touche à sa fin, il est temps de réfléchir à la suite. L'IFLA appelle ses bénévoles, ses adhérents et tout le monde sur le terrain à planifier leurs propres actions et à travailler ensemble pour un avenir durable.

Avec un thème résolument tourné vers l'avenir, ce congrès a suscité de nombreuses occasions de découvrir, de débattre, de présenter, de provoquer et d’apporter des  solutions aux défis auxquels nous sommes confrontés, renforçant ainsi notre domaine d’activité pour nous préparer à ce qui nous attend.

Comme l'a souligné la présidente de l'IFLA 2019-2021 Christine Mackenzie dans son allocution conclusive, les relations que nous établissons peuvent être le point de départ de nouvelles collaborations et partenariats, façonnant notre domaine d’activité pour les mois et les années à venir.

Le secrétaire général de l'IFLA, Gerald Leitner, a insisté sur ce message, encourageant chacun à réfléchir à ce qu'il pourrait faire par la suite.

C’est le moment. Dans seulement une semaine, les nouvelles structures des comités de l'IFLA entreront en vigueur, concluant un processus intensif et inclusif avec les membres de l'IFLA visant à garantir que nous avons la gouvernance dont nous avons besoin et qui répond à nos ambitions.

Les candidats qui ont été élus dans ces comités auront un rôle clé à la suite de ce congrès, dans le développement d'actions en droite ligne de la stratégie de l’FLA. Au cours des prochains mois, ils concevront des plans d'action définissant les projets qu'ils auront à entreprendre.

Par ces actions, ils contribueront à créer un domaine d’activité des bibliothèques fort et unifié, élément moteur de sociétés instruites, informées et participatives.

Cependant, le besoin d'agir ne concerne pas seulement les comités constitués de l'IFLA. C'est aussi une tâche pour tous ceux qui s'impliquent dans l'avenir de notre domaine, y compris bien sûr nos adhérents – associations, institutions, particuliers.

Библиотека «Дайкман – Бьёрвика», площадь которой составляет 13 500 квадратных метров, расположена на шести этажах, предназначенных для различных видов познавательной деятельности.

В библиотеке хранится около 450 000 единиц материалов, большая часть которых доступна пользователям через систему самообслуживания.

Первый этаж является самым загруженным, поскольку здесь располагаются ресторан, кафе, справочный стол и полностью интегрированные автоматы для книговыдачи. Этажом ниже находятся кинотеатр и актовый зал.

Второй этаж предназначен для маленьких детей, которые могут слушать или читать книги, а также резвиться в волшебных подземельях и игровой комнате. На третьем этаже находится «народная мастерская», где можно заниматься различными видами творчества. Она оборудована всем необходимым: от 3D-принтеров и швейных машин до музыкальных комнат и студий звукозаписи.

По мере продвижения вверх по зданию библиотеки все затихает. На четвертом и пятом этажах расположены читальные залы и аудитории, кабинки для индивидуальной работы и учебные классы, где, помимо спокойного времяпрепровождения, можно любоваться великолепным видом на Осло-фьорд и город.

Премия «Публичная библиотека года» вручается Международной федерацией библиотечных ассоциаций и учреждений (ИФЛА) в сотрудничестве с датской компанией-разработчиком программного обеспечения Systematic A/S, чтобы отметить и поощрить новые публичные библиотеки.

As the 86th World Library and Information Congress reaches its conclusion, it is time to think about what comes next. IFLA calls on its volunteers, Members, and everyone in the field to plan their own actions, and to work together for a sustainable future.

With the Congress theme firmly focused on the future, there have been so many opportunities to discover, discuss, present, provoke and solve the challenges we face—strengthening our field for what is to come.

As IFLA President 2019-2021 Christine Mackenzie underlined in her closing words, the connections made have the potential to be the launching point for new collaborations and partnerships, shaping our field for months and years to come.

IFLA’s Secretary General Gerald Leitner underlined the message, encouraging everyone to think about what they could do next.

The timing is good. In just a week, IFLA’s new committee structures will come into force, finalising an intensive and inclusive process with IFLA’s Members to ensure that we have the governance we need to meet our ambitions.

The candidates who have successfully won places on these committees will have a key role in following up on our Congress, on developing actions aligned with the IFLA Strategy. Over the coming months, they will design action plans setting out what projects they will undertake.

By doing this, they will help create a strong and united library field, powering literate, informed, and participatory societies.

Yet the need for action does not only concern IFLA’s committee structures. It is also a task for anyone committed to the future of our field, including of course our Members – associations, institutions, individuals. 

The IFLA Strategy provides a reference point and a framework for the global library field as a whole, helping to guide and align actions, especially those carried out through collaboration.

IFLA itself will, in the coming months, be engaging again with the field about the Strategy, gathering stories of successful implementation, and helping to build understanding of its potential to support strategic planning and delivery.

IFLA's President Christine Mackenzie and Secretary General Gerald Leitner have issued the below statement concerning the situation in Afghanistan.

Alongside the international community, IFLA has been watching the events of the past days unfold in Afghanistan closely. 

Our concern is first and foremost for the people of Afghanistan, particularly those groups that are most vulnerable, including women and girls.

We join our voice to the global call for the human rights of all Afghan citizens to be respected and upheld. As the voice of the global library field, we put particular emphasis on the right to education and access to information, freedom of opinion and expression, and cultural rights for all.

Cultural Rights and Safeguarding of Cultural Heritage

To ensure the right to participate in cultural life, the diverse cultural heritage of Afghanistan in all its forms, both tangible and intangible, must be safeguarded.

IFLA calls on all authorities across Afghanistan to safeguard libraries and their collections, including documentary heritage collections held by citizens in private collections, as well as all memory institutions, museums, archives, galleries, and monuments and sites across the country.

We put particular emphasis on the need to mitigate threats associated with illicit trafficking and theft of cultural property, to which documentary heritage is particularly vulnerable.

We therefore call on all authorities to carry out this safeguarding of cultural heritage, and of those professionals who work to preserve it, without discrimination due to ethnicity, gender, religion, or political opinion, to ensure it remains accessible for future generations.

In particular, we join our voices with fellow international cultural organisations to call on authorities to continue abiding by their international obligations to protect heritage as a state-party to the 1954 Hague Convention for the Protection of Cultural Property and its protocols, and the UNESCO 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property.

Finally, IFLA honours those who have already risked their lives to protect the country’s documentary heritage and cultural heritage in all forms. We will continue to liaise with our network in the region and international partners to monitor the situation and provide any support that is possible.

Другие профессиональные награды, о которых будет объявлено завтра в ходе конгресса, включают премию Секции по вопросам окружающей среды, устойчивости и библиотекам «Зеленая библиотека» и премию «Systematic – публичная библиотека года». ИФЛА благодарит спонсоров этих наград за их постоянную поддержку.

В знак признательности за огромный вклад и упорную работу профессиональных подразделений ИФЛА Профессиональный комитет ИФЛА учредил в 2018 году премию самому динамичному и результативному подразделению. Вот уже третий год эта награда присуждается профессиональным подразделениям ИФЛА, которые отвечают критериям «динамичного подразделения», определенным Профессиональным комитетом.

Премия самому динамичному и результативному подразделению ИФЛА за 2020 и 2021 годы

В 2020 году звания самого динамичного и результативного подразделения ИФЛА (DUIA) удостоились следующие призеры:  

• Победитель: Секция по доставке документов и взаимоиспользованию ресурсов
• Специальное упоминание за информационно-просветительскую деятельность: Секция вузовских и научно-исследовательских библиотек
• Специальное упоминание за эффективную коммуникацию и работу по увеличению количества членов: Секция по непрерывному профессиональному развитию и обучению на рабочем месте

В 2021 году первым подразделением, удостоенным специальной награды DUIA за качество и результативность работы, стала Секция по образованию и подготовке, а специальное упоминание за эффективную коммуникацию получила Секция библиотек для детей и молодежи.

Победителем же конкурса DUIA 2021 года является Секция вузовских и научно-исследовательских библиотек.

ИФЛА благодарит всех, кто участвовал в конкурсе на звание самого динамичного и результативного подразделения, а также широкий круг номинантов на различные профессиональные награды в этом году.

Les unités professionnelles de l’IFLA proposent des bourses et des distinctions professionnelles afin de récompenser l’excellence dans leur domaine. Certaines de ces distinctions ont été présentées lors de la session des distinctions professionnelles du CMBI. En plus de ces distinctions professionnelles, le prix du dynamisme et de l’impact des unités professionnelles a également été décerné pour 2020 et 2021.

Bourses d’inscription de la Section ARL

La Section des bibliothèques académiques et de recherche (Academic and Research Libraries Section, ARL) propose des  bourses d’inscription  destinées à permettre à des candidats performants issus des différentes régions de l’IFLA d’assister à un congrès de l’IFLA pour la première fois. La Section ARL de l’IFLA, avec la généreuse participation de SAGE Publishing, a décerné des bourses d’inscription à quatre professionnels de l’information grâce à un processus de dossiers mis en concurrence. Les gagnants de cette année sont :

• Andrea Doyle, Brésil

Le prix IFLA PressReader du marketing international

Depuis 2019, la Section de l’ILFA dédiée au management et au marketing s’est associée avec PressReader pour organiser le prix IFLA PressReader du marketing international. Ce prix salue les projets ou les campagnes marketing créatifs et cherchant à obtenir des résultats concrets. Chaque année, trois finalistes sont sélectionnés sur la base de leurs contributions marketing innovantes dans le secteur des bibliothèques.

La Section Management et Marketing de l’IFLA, avec le généreux concours de PressReader, a décerné aux bibliothèques suivantes cette récompense pour 2021 :

Afin de récompenser la contribution et le travail décisifs de nos unités professionnelles, le Comité professionnel de l’IFLA a instauré en 2018 le Prix IFLA du dynamisme et de l’impact des unités professionnelles. Désormais dans sa troisième édition, cette distinction signale le succès des unités professionnelles de l’IFLA en termes de dynamisme, tel que défini par le Comité professionnel. 

Prix IFLA du dynamisme et de l’impact des unités professionnelles 2020 and 2021

En 2020, les récipiendaires du  Prix IFLA du dynamisme et de l’impact des unités professionnelles (Dynamic Unit and Impact Award, DUIA) ont été :

• Gagnant : Section Communication des documents et partage des ressources
• Mention spéciale  pour la médiation et la plaidoirie : Section Bibliothèques académiques et de recherche
• Mention spéciale pour la communication et les adhésions : Section Développement professionnel continu et formation sur le lieu de travail

La première unité à recevoir une mention spéciale DUIA pour la qualité et l’impact de ses travaux est la Section Education et formation,  et une mention spéciale pour la contribution à une communication efficace a été décernée à la Section Services de bibliothèques pour les enfants et les jeunes adultes.

La section gagnante du Prix IFLA du dynamisme et de l’impact des unités professionnelles pour 2021 est la Section  Bibliothèques académiques et de recherche.

تقدم وحدات الإفلا المهنية منحا وجوائز مهنية تكريما للتميز في قطاعاتها وقد سُلط الضوء على عدد قليل منها في أثناء جلسة المؤتمر لتوزيع الجوائز لهذا العام. وإضافة إلى جوائز الوحدات، برزت جائزة الوحدة الأكثر دينامية وتأثيرا لعامي 2020 و2021.

منح المكتبات الأكاديمية والبحثية لحضور المؤتمر

يتمثل الغرض من  منح الحضور المقدمة من قسم المكتبات الأكاديمية والبحثية في الإفلا (ARL) في تمكين المرشحين الناجحين من أقاليم الإفلا من حضور مؤتمر الإفلا لأول مرة. وبفضل الرعاية السخية من SAGE للنشر، قدم قسم الإفلا للمكتبات الأكاديمية والبحثية (ARL)، أربع منح لحضور مؤتمر العالمي للمكتبات والمعلومات لاختصاصيي المعلومات، من خلال عملية لاختيار الأفضل بين مقدمي الطلبات. الفائزون هذا العام هم:

جائزة الإفلا ومؤسسة برس ريدر PressReader للتسويق الدولي لخدمات المكتبات

منذ عام 2019 عقد قسم الإفلا للإدارة والتسويق شراكة مع مؤسسة برس ريدر لتقديم جائزة IFLA PressReader للتسويق الدولي. تُمنح الجائزة للمشاريع أو لحملات التسويق الإبداعية التي تركز على تحقيق النتائج. وفي كل عام، يُختار ثلاثة متسابقين نهائيين استنادا إلى اسهاماتهم التسويقية المبتكرة في مجال المكتبات.

وقام قسم الإفلا للإدارة والتسويق، برعاية سخية من برس ريدير، بتكريم المكتبات التالية عام 2021:

ومن الجوائز المهنية الأخرى المقرر الإعلان عنها غدًا خلال المؤتمر، جائزة المكتبة الخضراء (أنسوليب)، وجائزة الإفلا للمكتبات العامة النظامية لهذا العام. ونتقدم بالشكر لرعاة هذه الجوائز على دعمهم المستمر.

وفي معرض تقدير لجنة الإفلا المهنية للإسهام والعمل الحيويين لوحداتنا المهنية، قامت بإطلاق جائزة الإفلا للوحدة الأكثر دينامية وتأثيرا في 2018. الآن في العام الثالث لهذه الجائزة، يجري منحها تكريما لنجاح وحدات الإفلا المهنية في الارتقاء لمستوى توقعات الوحدة الدينامية، على النحو الي حددته اللجنة المهنية.

جائزة الوحدة الأكثر دينامية وتأثيرا لعامي 2020 و2021

في 2020 مُنحت جائزة الوحدة الأكثر دينامية وتأثيرا (DUIA) 2020، إضافة ما يلي:

• الفائز: إتاحة الوثائق ومشاركة الموارد.
• إشادة خاصة بالتوعية والدعوة: المكتبات الأكاديمية والبحثية.
• إشادة خاصة بالاتصالات والعضوية: التطوير المهني المستمر والتعلم في مكان العمل.

 وأولى الوحدات التي نالت إشادة خاصة من الوحدة الأكثر دينامية وتأثيرا (DUIA) في 2021 لجودة عملها وتأثيره هي قسم التعليم والتدريب، كما مُنحت إشادة خاصة لتسهيل التواصل الفعال لقسم خدمات المكتبة للأطفال والشباب.

والفائز بجائزة الإفلا للوحدة الأكثر دينامية وتأثيرا 2021 هو قسم المكتبات الأكاديمية والبحثية.

ونتقدم بالشكر لكل من ترشح لحائزة هذه الوحدة، وللطائفة المتنوعة من الجوائز المهنية هذا العام.

Los últimos 20 meses han requerido que las bibliotecas de todo el mundo no solo encuentren formas de prestar sus servicios de manera remota cuando sea posible, sino también que reflexionen sobre sus funciones más amplias en el ecosistema digital.

Por un lado, la pandemia constató la ingeniosidad de las bibliotecas para encontrar formas de seguir cumpliendo con sus misiones, que van desde la formación de personas mayores de Lituania en habilidades digitales en línea al impulso de los servicios de préstamo en lugares con problemas de los Estados Unidos y más allá.

Por otro lado, vimos no solo la necesidad apremiante de acelerar los esfuerzos de inclusión digital en todo el mundo, sino también cómo las necesidades de conectividad de las propias bibliotecas dan forma a las medidas que pueden tomar.

Ambos subrayan la necesidad de un enfoque más general para integrar las bibliotecas en la formulación de políticas digitales más amplias, a nivel local, nacional y global.

Las bibliotecas en las estrategias de banda ancha

La IFLA y nuestros socios de la Coalición Dinámica por el Acceso Público en las Bibliotecas (DC-PAL) finalizaron recientemente un borrador de documento de dos partes sobre el papel de las bibliotecas en las políticas nacionales de banda ancha.

El primer capítulo explora los planes y políticas de banda ancha de más de 30 países. Destaca las formas en que los gobiernos han intentado involucrar a las bibliotecas en el ecosistema digital, desde la inclusión digital significativa y la disponibilidad de contenido local hasta el apoyo para el aprendizaje y la educación.

Las medidas adoptadas incluyen impulsar la conectividad, respaldar la asequibilidad de las suscripciones a Internet, proporcionar equipos relacionados con la tecnología de la información y las comunicaciones (TIC) y desarrollar las habilidades propias de los bibliotecarios.

El segundo capítulo pasa de los resultados de las políticas a la implementación y el impacto: ¿cómo tomaron forma sobre el terreno estas medidas políticas de banda ancha basadas en las bibliotecas? Centrándose en intervenciones que configuran o amplían el acceso público a Internet y a las TIC en las bibliotecas, los estudios de casos de varios países analizan tendencias comunes, buenas prácticas y lecciones aprendidas.

Más Allá de la Banda Ancha

La IFLA también publicó un documento adicional sobre el papel de las bibliotecas en las estrategias nacionales para las habilidades digitales. Los gobiernos de todo el mundo han reconocido una gran variedad de competencias digitales que las bibliotecas pueden ayudar a desarrollar, desde habilidades básicas en TIC para la alfabetización mediática, habilidades digitales para la investigación y el uso del gobierno electrónico, hasta competencias tecnológicas avanzadas en campos como la inteligencia artificial y la robótica.

La IFLA también continúa apoyando la participación de las bibliotecas en proyectos de inclusión digital y gobernanza de Internet. Ejemplos recientes incluyen, por ejemplo, el trabajo de la Sección de la IFLA de Bibliotecas Infantiles y Juveniles explorando los esfuerzos de las bibliotecas para construir un entorno en línea más seguro para sus usuarios jóvenes.

Otro informe reciente de la IFLA se centra en el apoyo de las bibliotecas a los derechos de sus comunidades en el entorno en línea, a través de iniciativas de este tipo en la Coalición de Ciudades por los Derechos Digitales.

• Participe en la Sesión de Enfoque Regional para América del Norte de la IFLA WLIC 2021, explorando el apoyo en las áreas de inclusión digital y de conectividad.
• Realice la encuesta de la IFLA sobre las bibliotecas en la sociedad de la información, para compartir sus buenas prácticas y discutir las tendencias actuales en las bibliotecas y en lo digital.
• Descubra cómo participar en el Foro de Gobernanza de Internet. En el evento de este año, la IFLA ayudará a organizar una sesión sobre cómo el acceso público en las bibliotecas puede impulsar un modelo comunitario de conectividad y desarrollo.
• Comparta sus propias historias con nosotros sobre cómo las bibliotecas se han involucrado en estrategias de inclusión digital.
